AI can suggest a desk near a booked meeting, reduce avoidable heating of an empty zone or show that a room is regularly underused. It cannot know which seating pattern maximises collaboration, tune one shared office perfectly for every body or prove productivity from badge and sensor data.

A coworking operator manages a real building used by people with different employers, access needs, devices and expectations of privacy. The useful system coordinates declared needs and building capacity while leaving safety, employment duties and personal judgement intact.

This guide is current to 31 July 2026. Health-and-safety and fire regimes differ across England, Scotland, Wales and Northern Ireland, and responsibilities can be shared between landlord, operator, employer, member company and contractors. The fire-safety source below applies to England, while most cited HSE workplace guidance applies in Great Britain. Confirm the premises and responsible parties. This is operational guidance, not legal, occupational-health or building-engineering advice.

Define the service before collecting behaviour

Start with a specific decision and a minimum dataset:

Write down who makes the decision, who can see it, how long data remains and what happens when the system is unavailable. A desk must still be bookable, a door openable by the approved contingency and an unsafe condition reportable without the model.

Keep building operations, member service and employer monitoring separate. A landlord may need a total occupancy count for safety; a member company may manage its own bookings; neither automatically needs a named record of every person’s movements.

Allocate from declared constraints, not hidden inference

Ask a member what they need for the visit:

  • step-free route or accessible workstation;
  • height-adjustable desk or specific equipment;
  • quiet, low-traffic or low-glare area;
  • proximity to colleagues, a room or facilities;
  • monitor, secure storage or privacy-screen requirement;
  • arrival window and booking duration; and
  • whether the preference may be remembered.

Do not infer disability, neurodivergence, pregnancy, religion, seniority or “collaboration style” from booking history. Do not reveal that a desk is reserved as an adjustment or place a person in a labelled zone.

The government’s disabled people’s employment-rights guidance explains reasonable-adjustment responsibilities, while HSE’s workplace adjustment guidance covers practical employer duties. The operator and member employer should agree how an adjustment reaches the booking system without exposing unnecessary medical detail.

Reserve sufficient accessible, adjustable and quiet capacity before the optimiser distributes general demand. Let authorised staff protect a recurring allocation. Provide a human route for a member whose need cannot be expressed in a dropdown.

Optimise a stated objective such as “offer three available desks meeting all hard constraints.” Do not optimise “maximum collaboration” unless the organisation has defined a valid, non-coercive measure and can show the intervention helps. Proximity is not teamwork; noise is not energy; time on site is not output.

Measure successful bookings, changes, unresolved needs, no-seat incidents and time to assistance. Audit which constraints are systematically unavailable.

Keep workstation assessment with the employer and user

A smart desk label cannot certify that a workstation is suitable. Screen, chair, keyboard, lighting, task, duration and individual needs matter.

In coworking, the operator can provide adjustable equipment and instructions, while each employer still needs to understand its responsibilities for its workers.

Show adjustment instructions at the desk and allow a user to report a fault immediately. Keep equipment status current; do not recommend a desk with a broken lift, monitor arm or power outlet. If a member works at several locations, make it possible to record and review the real setup rather than copying a generic “ergonomic” badge.

Do not use posture cameras or keyboard/mouse behaviour as a condition of access. A voluntary reminder is different from continuous worker assessment. If sensing is genuinely necessary, identify the controller, lawful basis, impact, access and less intrusive alternative.

Control the environment within safe bounds

Temperature preference is personal and shared zones create trade-offs. The HSE’s thermal-comfort guidance says air temperature alone is not an accurate indicator: radiant temperature, air movement, humidity, clothing and work rate also matter.

Use a facilities envelope approved for the building. Sensors may suggest a modest change, but life-safety, equipment, condensation, ventilation and energy constraints prevail. Keep a manual service route for a member who is too hot, cold or affected by a draught. Do not promise a unique temperature around each person where the HVAC zone cannot deliver it.

Indoor-air sensors are proxies. Carbon-dioxide readings can help indicate occupancy and ventilation performance in some settings; they do not detect every pollutant, infection or ventilation fault. Follow HSE’s workplace ventilation guidance, building design and competent maintenance.

Document sensor location, calibration, maintenance, expected range, quality flag and fallback. A reading behind a plant, near an open window or from an overdue sensor can mislead the controller. Show facilities staff raw value, time and device health, not only a red or green AI label.

Protect alarms and critical controls from optimisation. The system must not turn off required ventilation, obstruct smoke control, defeat local safety limits or use apparent low occupancy to disable essential provision. Log every automatic setpoint change and override.

Collect short, optional comfort feedback in the moment. Aggregate it by zone and time only where the group is large enough. Do not convert personal temperature requests into performance or attendance profiles.

Treat occupancy as a safety input, not permission

Bookings, Wi-Fi presence, door events, infrared counts and cameras all have blind spots. A booked person may not arrive; a visitor may enter with a host; a device may remain while its owner leaves.

Use an appropriate combination for the operational question, and publish uncertainty. Never let an estimated low count justify blocking an exit, narrowing a route, exceeding room capacity later or omitting an evacuation arrangement.

The government’s fire-safety risk-assessment guide for offices and shops applies in England and stresses assessment, cooperation and coordination among responsible people in multi-occupied premises. Emergency plans must account for people who may need assistance and for differing occupancy patterns.

Agree in writing who owns:

  • room and building capacity;
  • visitor and contractor information;
  • alarm, evacuation and roll-call arrangements;
  • accessible evacuation planning;
  • after-hours and lone-working procedures;
  • system maintenance and outage notices; and
  • changes to layouts, doors or access control.

Do not present a live occupancy dashboard as a complete fire roll call unless it has been designed, tested and approved for that purpose. During an emergency, follow the building plan and emergency services’ instructions.

Measure spaces without monitoring workers

“Detailed usage and satisfaction data” becomes intrusive when named access, Wi-Fi, app and camera events are combined. The ICO’s worker-monitoring guidance calls for monitoring to be lawful, fair, transparent and proportionate.

Map the parties: operator, landlord, member company and vendors may have different controller or processor roles. Tell members what is collected at the point of booking or entry, not only in a long privacy policy. Complete the appropriate impact assessment before systematic monitoring.

Prefer room-level counts and operational aggregates. Use random identifiers for short-lived flow analysis and delete the linkage. Apply minimum group thresholds before sharing team or tenant statistics. Do not provide named attendance, break, movement or “engagement” data to an employer by default.

Satisfaction needs a direct question. Occupancy does not prove that a room is liked, and booking duration does not prove productive work. Report response rate, sampling method and negative feedback; do not fabricate a wellbeing or productivity return from utilisation.

Give people access, correction and objection routes where applicable. Prevent visitor data, accessibility needs and Wi-Fi telemetry from becoming sales-lead enrichment.

Secure a multi-tenant workplace

Coworking combines guest devices, member networks, building systems, booking services, door control and vendor maintenance. Segment them. A compromised guest laptop should not reach HVAC, access or another tenant.

The NCSC’s bring-your-own-device guidance helps organisations define device, data and access boundaries. Provide separate guest and managed networks, client isolation where appropriate, secure configuration, patched infrastructure and a clear route for reporting a suspect device.

Use strong authentication for operator and member administrators; role- and site-based access; short-lived visitor credentials; monitored vendor sessions; and immediate offboarding. Encrypt booking and access data, protect API keys and rate-limit door and booking endpoints.

Keep door-control fallback and emergency egress independent of cloud recommendation. Test loss of internet, identity provider, mobile app, sensor hub and building-management integration. Restore from protected backups and reconcile offline access events.

Apply the NCSC’s secure AI system-development guidance to model supply chain, deployment, operation and change. Treat natural-language booking input as untrusted; it must not issue building commands or expose another tenant’s bookings.

A measurable 90-day pilot

Pilot one zone and one reversible use, such as offering desk suggestions from declared equipment, quietness and proximity preferences. Do not start with emotion, productivity or named attendance inference.

Days 1–30 — establish the service

  • map operator, landlord, employer and vendor responsibilities;
  • inventory data, controllers, retention, access and manual fallback;
  • reserve adjustment and safety capacity before optimisation;
  • baseline booking success, reassignment, comfort complaints and support time; and
  • complete fire, DSE, privacy, accessibility and cyber reviews.

Days 31–60 — shadow and test

  • generate suggestions without changing allocations;
  • test hard constraints, sparse demand and peak occupancy;
  • include disabled users and assistive-technology journeys with consent;
  • simulate sensor drift, stale booking, power, network and identity outage; and
  • verify aggregate reports cannot identify individuals.

Days 61–90 — controlled release

  • offer three explainable options and preserve manual selection;
  • cap the pilot zone and maintain operator override;
  • review failed bookings and unmet adjustments daily;
  • audit environmental changes and access logs weekly; and
  • obtain facilities, member service, privacy, security, accessibility and fire-safety sign-off.

Release only when at least 95% of in-scope bookings satisfy every declared hard constraint, 100% of protected allocations remain available, no fire or DSE control is bypassed, identifiable occupancy is not exposed, comfort complaints do not worsen, and every outage drill preserves booking support and safe access.

Pause after an unmet adjustment that causes exclusion, unsafe environmental command, capacity or evacuation conflict, cross-tenant data exposure, named worker-monitoring complaint, unauthorised door event, critical sensor drift without alarm or vendor/model change outside approval. Revalidate after layout, tenant mix, HVAC, access system, law, sensor, model or objective changes.

The practical verdict

A smart coworking space should make choice and building operation easier, not make every worker observable. Use declared needs, protect adjustments before optimisation and measure the service outcome directly.
